Shuffling Problem #453

All table on the IOC or ADMIN panel have a shuffling problem. The sequence of the entries shuffle every time when we come back to that page after clicking at any of the PI details.

Default Sorting is done based on workshop name for workshop related tables, and user name for OC and NC related tables. Other tables are sorted based on first column.
