support layers

[mockersf]

navmeshes can have several layers and find a path across them

done:

• can recreate only a layer instead of complete navmesh for faster update
• overlapping layers
• one way layers

remaining for a followup:

• improve perf of stitching
• test if islands can work with multiple layers
