Epsiloncorp Fixes and Emulsijack Pollution Removed [DONE] #2276

About The Pull Request

These maps were experiencing runtimes due to stacking objects or code being changed. This hopefully fixes these runtimes without causing too much trouble.

Also removed emulsijack converting water into polluted water since it was a bane to mappers.

Will have to make a followup PR to fix up the Zeta map since there was a map conflict.

:cl: tweak: Removes Emulsijacks unique ability to turn water turfs into polluted turfs when thrown into them. Mappers were specifically editing turfs to avoid emulsijack ruining their maps and features. fix: some water tiles having the enviorment value on them. /:cl:
