Adds the Reusable Realizer #2287

The most barebones thing I probably could've done, literally just the exact code of the realizer but 2 lines deleted and a couple words added.

Sidenotes: how do I add tags to these pull requests? Also I couldn't find the Test Range PR so I'm just making this a draft to not annoy the other devs

About The Pull Request

Adds the Realizable Realizer, mostly intended to be added to the Test Range, but can probably also be used by eventmins

Why? The test range isn't even merged, and this is something the developer could have made in 2 minutes if asked. Not to mention, this doesn't map the thing.
