Embed default configuration file vlingo-actors.json in package

So the goal is to no having add that file manually to every project using vlingo-actors

@mihaj Seems it doesn't work. I've added package to new solution and it seems not finding the configuration file. Can you checked if it's zipped ? Maybe the lacking part is to copy it to the output (it can be in the package but not copied to the output).

I'm not sure what would be the correct behavior in that case:

• adding the link to the file to solution
• or maybe there will be a mean to copy it (or mark as copiable somehow). I'm not reopening it as it's not a priority but maybe you have some idea.
