Determine if 'sema' should perform any specific actions

Decide if the sema package should have any built-in functionality or just act as an umbrella for subcommands.

I assume this is about the top level main behaviour? (see #2 and #3)

for me it is obviously the latter (umbrella only), anything else:

• would need a practical case / demand of such functionality - so as long as those do not emerge we could close this and pretend we live in umbrella-only world (no need to waste time now on providing for the unknown / unneeded)

• also feels upfront like needlessly going to confuse end users?

IMHO there is no limit / cost to providing subcommands? and having them easily executable from an umbrella context should be all we need?
