investigation + fix test:conditional

As of commit https://github.com/vliz-be-opsci/pysubyt/commit/4cfbb4660dbf474e3a233b7a760f7c324d10ef80 the test:conditional is broken.

The commit contained some updates to existing dependencies in the repo that are all minor/patches.

A suggested flow for fixing this issue:
