We had a discussion two years ago with NIOZ about this in relation to Plan-S and decided to use CC-BY in combination with some other concepts. Notably the last two are important. The last one can be used for 'orphan works' or unlicensed work. It's public 'according to our current knowledge', or 'as long as otherwise proved'; while the second last one is used when it's explicitly completely open for everyone without the obligation to refer to someone.

+1 for some 'all-rights-reserved' as it makes the distinction clear between the two distinct aspects - (1) having a copyright / owner / beneficiary and (2) any published acceptable mode 'license' of use
