Replacing of discussion board with forum

Overall description of the new feature:
So, the idea of discussion board was mine - I wanted to keep everything on 
a more high level than just a forum, mostly to keep it more formal.
But it is obvious now that forum isn't convenient to most of our guests. 
And what is more important most of new comers aren't familiar with mail 
lists at all while almost everyone one knows how to use a forum.
So, looks it is time to create one.

The request is simple as it could be:
1. We need total control of what is on the forum. That means we can any 
minute edit and modify it (including total removal of it).
2. We need it to be very portable and modifiable. In other words it should 
have source code which we may modify. We have a lot of plans what will be 
there except the forum, so I think it is good idea to start from sourced 
platform instead of taking some non-modifiable (but usually free) forums.
Portable means we always have an opportunity to export/import all forum 
data. for example to move it to any other platform.
3. It is better to it to be free or cost a very low price.

If you have any ideas/wishes - please comment them here. Please do not post 
"I want it"/"I don't want it" - there is no such of choice (actually for 
the first case you may use "star the issue" thing and for the second - just 
ignore it).

I'll try my best to keep the issue clean.

Once we'll get the forum - we will move everything from discussion board to 
it.
