Upgrade heroku stack #112

I upgraded to Heroku-20 on the dashboard, then pushed these changes to the staging site http://f2pehp2.herokuapp.com/ which seems to be running smoothly.

I noticed http://f2pehp2.herokuapp.com/tracking isn't working so I was working on setting this up locally to take a better look. I should be able to properly review this PR in 15 hours from now. Sorry about the delay

merging now in order to be able to deploy - changes look fine and I've tested each page + filters somewhat thoroughly
