Contribute the i9 License support patch to the ohcount developers

The state of play regarding this contribution:
* Forked OhCount on GitHub according to
http://labs.ohloh.net/ohcount/wiki/HowToSubmitPatches
* Given that the patch wouldn't apply cleanly, I added in the new code manually
* I also prepared some additional test cases
* Pushed changes to new GitHub repository is at
http://github.com/vmlemon/ohcount/commits/master
* Waiting for feedback from the Ohloh folks

He's
deep in the middle of something so it might be a while before he takes a look.

question: how many projects use the i9 license?  Is it common or specific to 
your
project?

Still no news on this. I moved our copy to Management_Tools. I'll probably mark 
it as
Won't Fix, and maintain our copy, until I hear otherwise.
