Negotiate docker API version to prevent "client version is too new" error

I suspect the check is failing because of an unreported issue over at github with packages or actions or something in-between.

In the meantime I'll check back and re-run the check every once in awhile until it goes through and then merge and deploy once that seems to be resolved.
