non pdf files with .pdf extension

student purposefully changed abcd.notpdf to .pdf, that is uploaded file is visible as abcd.pdf.

currently, it is allowed to annotate if the abcd.notpdf file is originally a text or image.
however, in renderer, Corrected Document is not shown
because renderer is looking for abcd.pdf, but it is actually saved as abcd_topdf.pdf
