[WIP] CI Services #8

This is a work in progress PR which integrates CI services into building (and distributing) ITK, VTK, VMTK.

As the travis build currently timeout, this will likely go through a major refactor.

I'm merging this as all further development needs to have the secure tokens for the anaconda api enabled (which the ci services are blocking until this is part of the vmtk organization).
