PAS 2.3.x - Githubissues

Don't merge this is WIP but wanted to share what we have done so far.

[x] Update opsman image url to 2.3
[x] Update tile resoures for: PAS 2.3.2 and healthwatch 1.3.2
[x] Since ConfigureBOSH does not work any more with opsman 2.3 we had to update pivotal-cf/om and switch to ConfigureDirector.
[x] Updating the vendor directory resulted in some issues which where solved by switching to dep
[x] the new libs needed a newer version of golang so we updated the ci docker image
[x] to do so we also had to make sure the docker ci image repository could be configured in the pipeline.
[x] we also encountered an issue where uaa pivnet tokens where not accepted which was resolved by updating go-pivnet.

[ ] [OM SDK] started configuring director options for bosh tile fails with:

{"errors":{"director_configuration":["Blobstore type '' is invalid. It must be one of these options: 's3', 'gcs', or 'local'"]}}
