Add VCD Support #28

Hi,

I'm creating this PR for comment on the work required to merge. Could we review and create a list of items to fix. The first thing I guess is that all the package names have been changed! Hopefully the guys at OpenCredo who wrote most of this are able to comment as well. We are happy to put work into getting this right. Once complete hopefully we can ask Hashicorp to change their references.

@tlawrence I've replaced this PR with #29 based on your merge-hmrc branch so that it correctly shows all the commit history.
