Ivan asked me to submit pull request to get Plan Checker added to the index page.

The link bar is getting pretty crowded with good tools while the rest of page avoids mentioning them at all. For now I :+1: this to get it in but I think longer term we need to consider a slight redesign to make the page less of a marketing pamphlet and more of a tool for users.
