Remove exclude member from security group #647

fixed bug where by removing a exclude member by moref (e.g. ipset-100), and the member did not exist and the -FailIfAbsent flag was set to $True, then an error would be displayed when it was trying to throw an error.
added ability to remove member objects from a security group
