Only builds for the specified branch should update the status of the project for CircleCI #107

We have PM setup at 2U and every CircleCI build updates the status of the project which is very annoying and makes PM go read when topic branches fail CI. We added a filter so only builds for the branch specified in PM's configuration will change the status of the project. If the project's build_branch is blank it behaves as before.

Fixing with f7f1927061aea88a2d141caf82c808340262a1e2 instead to more closely mirror the implementation TravisCI and Semaphore
