Make `Click` a non-mandatory dependency. #58

Click is needed for CLI, but it may make sense to reuse code of this tool (by using it as a lib) in own packaging tools.

There is a plan of moving (or reimplementing) some library parts in python-tuf: this was a testing ground. It's not going to be a lot though: integration with git and the command line are 90% of the code here.
