Support gcp signer #65

DRAFT: this PR depends on various other PRs (python-tuf, securesystemslib). Should not get merged yet

(But I'm already running this on github.com/jku/tuf-demo)

This will need updates as the API got some tweaks before merging to python-tuf. I won't do them myself at least before the securesystemslib release, maybe only after key changes are in python-tuf

The branch works and currently uses a released securesystemslib but depends on a python-tuf branch still

python-tuf develop should actually work now: should update this PR and get it merged

Closing PR: I'm not finishing this one.

If someone wants something like this: https://github.com/theupdateframework/tuf-on-ci has a working GCP/azure support for TUF in GH actions
