verify currently fails #66

The fetcher implementation kludge has broken when the FetcherInterface was made into an actual ABC in python-tuf: the implementation is apparently not complete https://github.com/jku/tuf-demo/actions/runs/3905067723/jobs/6671629251

this is now fixed in the support-gcp-signer branch -- the fix could be backported to main easily as well
