With this change the following workflow is supported (half-automated evacuation of a host):

Tell VC to enter maintenance mode, evacuate powered off VMs, but don't actually block on the task (it won't finish on its own)
List the DRS recommendations (they will try to make the maintenance mode work)
Apply DRS recommendations (afterwards the host likely entered maintenance mode)
Reboot host and block until it is back up
Exit maintenance mode
Repeat for the next host
