Please include (man7) Salt docs in salt-common, and/or as a similarly required separate package #555

Description of Issue/Question

The Salt documentation in /usr/share/man/man7/salt.7.gz is only included with the salt-master install, but it would be better to either include it in salt-common or as a separate package, so that it can be made available in places that dont need/want a master installed.

The principle here being make it easier and safer for people to learn.

When discussed briefly in Slack:

Can you open an issue on GitHub and mention @dmurphy18 in it?
He handles packaging for our repo

I see that it's included in salt-common on 3002.5. Closing.
