Homepage needs a descriptive blurb #1

As reported by @robinsmidsrod on IRC, the homepage needs a description about what exactly Salt is and what it's used for.

ok, I will work on something, I don't like what is on the top of the docs and this get quoted a lot, so it should be good

@thatch45 What is wrong with the stuff at the top of docs.saltstack.org, in your opinion? Is it missing something vital, or is it not exciting enough? If you give some pointers I could try to help with the text.

The question I would like answered is "What is Salt?", and it should be front and center on saltstack.org. My reason for wanting this is to help the users that come to saltstack.org because they got pointed there by someone or something and have absolutely no clue what they are looking at.

http://docs.saltstack.org/en/latest/topics/index.html was made over a year ago and no longer paints the right picture, and the blurb at the top of the docs is just a garble of some tech we use and does not give a good description of Salt.
