Hi, it's me again: fixed the previous PR that had the merge conflicts that were stomping on the provider and plugin versions. Sorry about that, here's a new one.

Same proposal as before, moves the CIDR processing to a separate module and fixes an issue with /20 VPCs.

I skipped the two commits that changed the provider since they were causing conflicts. I rebased manually: the important commits are on master.
