Elastic load Balancer iam policy #143

The policies specified for the pas om user seems to be missing the "elasticloadbalancing:RegisterInstancesWithLoadBalancer" bit. The PAS installation failed with the below error and was only resolved when the user was updated with additional elb policy mentioned above.
