Multi manager swarm cluster setup (existing CI is having 1 swarm cluster [1Manager + 2Workers]

For the shared-volume driver, there is a need of multi-manager swarm testbed setup to test fail over scenario.

Currently CI is having 1 swarm cluster [1Manager + 2Workers] ... we need to configure multi manager swarm cluster by making 2 workers as manager node.

CI improvement to extend vFile testing coverage.

We concluded that these tests will be run manually for now. Once vDVS CI is moved to OneCloud, we will revisit this issue.
