Volume creation request from Windows VM is taking ~11 seconds, raising this improvement bug to analyze further; we may close this issue if turns out to be a testbed (slow VM) issue.
As discussed in #1553, volume creation time was improved from ~60 seconds (https://github.com/vmware/docker-volume-vsphere/issues/1553#issuecomment-316235180) to ~11 seconds (mentioned at https://github.com/vmware/docker-volume-vsphere/issues/1553#issuecomment-348080318).
