VMWare vFile Docker Volume plugin is disabled #2080

After a reboot from the Docker Daemon, the VMWare vFile Docker Volume plugin returns in the state enable=false.

The daemon logs from the Support Dump show that the vFile driver is panicing, with the panic originating in the driver at https://github.com/vmware/vsphere-storage-for-docker/blob/92ef1efbce2223c33fa247f5ce6bdf11ba85856c/client_plugin/drivers/vfile/kvstore/etcdops/etcdops.go#L1397-L1399

I have attached an example from my log, this same panic occurs across my nodes.
