Bug fix for issue #19 #20

Updated README.md to provide better instructions for ASF installation.
Modified Jira_Conf.py to introduce a check that verifies if JIRA integrations is enabled.
Added allauth into the middleware settings thereby fixing login.html template tag provider_login_url
