Add support for attaching charts via repo url

On the UI, it is possible to attach a chart using the:

• Helm repo url
• Chart name
• Chart version

We could add functionality to support this format.

To solve this issue, I think I need to do this: Create an external repository to hold a sample project that can be packaged as a helm chart.

Update the main pipeline:

• Create a new job update-test-chart that:

  1. Update and commit a new version number
  2. Build the chart and upload to a registry

• test-publish-chart-product is renamed to test-publish-uploaded-chart-product then attaches a chart via the TGZ file (as it does today)

• test-publish-public-chart-product works with a new staged product in the Marketplace and attach the product via public repository
