Added a KB style document about RestMapper #462

I keep stumbling over this and forget how to do it. I thought it was time to start adding "Knowledge Base" style docs to capture common pitfalls and useful knowledge about writing reconcilers with R-R, that are not necessarily direct-usage documentation.
