BUG: import errors out in test mode #63

Describe the bug

When the import is run in "test" mode and Tier-1 GW import is enabled, the script errors out

Reproduction steps

  1. Enable import of MCGW
  2. Place import into test mode

Expected behavior

Script should run through and test the import of the MCGW configs.
