Update logic to load configuration from file or default

Describe the bug

Depending on where the functions to load configuration (from file or the default) are called from, it should behave differently.

• For cluster create, if no configuration file is provided, it should load default config from educates storage area or educates defaults.
• For cluster install, if no configuration file is provided it should fail and NOT load the defaults.
• For config view, if no configuration file is provided it should load default config from educates storage area or educates defaults.
• For resolver deploy, if no configuration file is provided it should load default config from educates storage area or educates defaults.
• For config edit, it should always try to load the configuration in educates config file, as no configuration file can be provided via args.
