Closes #460

Generic provider for installing educates on a cluster where all other services (ingress, dns, certs, ...) is already present via some other mechanism.

We only allow to:

Any clusterInfrastructure or localKindCluster configuration will be discarded.

Can only be used by educates admin platform deploy and not when creating a cluster via kind.
