We need a maintainers file that has details on ownership.
In the repositories, there needs to be an MAINTAINERS file that lists all maintainers of the project, and potential stakeholders (EXAMPLE). (From https://github.com/vmware-tanzu/community-engagement/blob/main/GUIDELINES.md)
