[DOCS] Remove "deregister" TMC in Getting Started content for setting up a management cluster #1817

Description

In the Getting Started “Cleaning Up” section, step 3 should be deleted until TMC supports 1.4.

Additional Context

You cannot register a TCE cluster with TMC at this time since 1.4 is not supported. You can attach with TMC now but cannot register yet for 1.4.
