Create documentation on attachment of TCE clusters to TMC #712

Feature Request

We need documentation advising users how then can attach TCE to Tanzu Mission Control (TMC).

Technical validation is happening internally at OLYMP-21380. One this is complete, we are ready to document the process. This documentation may be beneficial for both Tanzu Kubernetes Grid (TKG) and TCE.

Freezing this work for now as I don't really know what's going on with TMC - not sure if it's in or out at this stage
