Add hints to build instructions for CI automation #12

Structure/construct docs so the CI can be driven directly from the docs themselves.

For example, if the instructions for CentOS 7 include yum install foo, then the CI run for CentOS 7 should run yum install foo. And if that is changed to yum install bar, the CI should instead run yum install bar without requiring any manual changes to the CI implementation.

@ccheetham are there further changes to be made to the repo, or had I picked up enough of your edits to make this fully automatable? I'd like to wrap this up during June.

Ping @ccheetham, as of the most recent updates to use pcre2, is this sufficiently resolved? Did you have PR/patch still needed?
