Monitor App Logs button does not always print "recent" logs before stream #365

When starting to stream app logs, recent lines should be printed before any "live" logs -- this doesn't seem to be the case when trying to get logs for an app that failed to deploy (net6.0 binary buildpack push to windows FWIW)
