Unified repo support file system store #6197

At present, Velero unified repo doesn't support file system as the backup storage; so any features that is using unified repo doesn't support file system or NFS as the backup storage, i.e., Kopia path of pod volume backup, volume snapshot data movement. Moreover, we are planning to deprecate Restic path for pod volume backup. After we do this, it means the entire feature of pod volume backup as well as volume snapshot data movement will not support file system or NFS as the backup storage.

This doesn't matter to Velero because at present, Velero doesn't support NFS as the backup storage. However, in the community, there are some 3rd plugins that help Velero to backup data to NFS, some of which also supports pod volume backup under Restic path. If we deprecate Restic, we should consider to give these plugin a way for them to support kopia path. For this purpose, we will need to have the unified repo supporting file system store.
