Repo enhancement - Stop using repo when maintenance keeps failing #7293

Repo maintenance is an important operation to reduce repo data size and complexity, if maintenance keeps failing, repo's performance will decline and finally makes repo inaccessible. Therefore, we should have a mechanism to monitor the status of repo maintenance and do some necessary operations if it keeps failing, e.g., stop creating new backups to it.

I think we need more overall thinking to make it possible to check the health status of backup repository.
