This is a template for a default CONTRIBUTING.md file for each new repo created within the VMware org.

Shared a draft for a new template with Dawn and Eric, so we might better close this PR and open new one when finalizing the draft.

We're working on a complete re-write of the contributing template, so I'm going to close this PR, and we can open a new one when we have the updated template.
