Added new functions Get-HVSyslog and Set-HVSyslog #424

Added new functions Get-HVSyslog and Set-HVSyslog to display syslog settings and to set the current UDP syslog servers. Thanks to @freythman for his help with the array of strings which was actually easier to write in a function than to run adhoc on the command line.
