Initial commit of SaltStackConfig module, a series of wrapper functions for the vRealize Automation SaltStack Config API.

Sorry about that @kamennikolov. It looks like the files were encoded UTF-16LE along the way. I've made some minor edits and the commit should have transcoded them back to UTF-8. The 'files changed' tab now shows all the script text. Let me know if this is working for you now. Thanks!
