Add a simple github action for managing stale PRs and issues

We should create lifecycle/* labels, I guess. BTW antrea-io/antrea has a doc describing each label, maybe it's worthwhile to reference it (or just copy whatever is relevant for the operator).

Yes, we should add the labels, and have a document describing those in this repo
