Update cryptography library to 39.0.1+ #1415

Fix for https://github.com/vmware/container-service-extension/security/dependabot/2 https://github.com/vmware/container-service-extension/security/dependabot/3 https://github.com/vmware/container-service-extension/security/dependabot/4 https://github.com/vmware/container-service-extension/security/dependabot/5

Testing done: Ran cse encrypt and cse decrypt to make sure that encryption and decryption of config file is working correctly. This is the only workflow in CSE that utilizes cryptography library.
