Ability to provision to resource pools for edges/controllers/manager #6

Current customers have carved out separate resource pools in a shared cluster for edges and mgmt/controllers.

@NiranEC77 I haven't tried it but the manager API supports resource pool as well. So I would think using a resource pool name for vc_cluster_for_controller also works. Please try it out.

Can confirm this does not work - It checks for the specific resource type of (Cluster) when it searches for the Cluster Name. I also have a customer with this issue.
