Updated Packer template to properly build Photon OS versions 2.0 to 4.0.

Fixed the following build issues:

Updated to build using Packer 1.5+
Corrected Photon OS 2.0 package repositories
Corrected Photon OS 3.0 package repositories
Updates installed packages during build
Fixed compilation of Virtualbox kernel modules
Compiles Virtualbox additions for updated Kernel
Adjusted provisioner scripts
Changed root's password to vagrant
Fully disables SSH password authentication
Disabled password aging for root and vagrant account
Ensures appropriate Kernel is used for underlying platform

Additions:

Added Apache 2.0 LICENSE file
Added version specific variable files
Added version specific kickstart scripts
Added post-provisioner for Vagrant Cloud upload (including photon version number)
Added template variables for CPU, Memory, and Storage
Builds now placed in output folder
Modifies /etc/issue to display IP Addresses and Credentials on console
Cleans package cache and zeroes out free space
Disables Vagrant's sync folder

And updated README.

Tested and Vagrant boxes uploaded to Vagrant Cloud - https://app.vagrantup.com/timothybrush/boxes/photon
